Building North Vancouver: What Will It Take? - October 17, 2024

Keynote Speaker: Thomas Davidoff, Associate Professor, Real Estate & Strategy and Business Economics, UBC Sauder School of Business
 
Topic: "Provincial intrusion into municipal land use: free riding, local knowledge, and paying for growth."

 
Tom Davidoff is an associate professor in the Real Estate and Strategy and Business Economics groups at the Sauder School of Business, UBC. Before joining UBC, Davidoff obtained degrees from Harvard, Princeton, and MIT, and worked in real estate development in Brooklyn and as an assistant professor at UC Berkeley. While at UBC, Davidoff has advised the White House on housing and mortgage policy, worked with two startup real estate intelligence companies, and advised Canadian governments at every level on land use and tax policy. Davidoff's research on aging, insurance, housing, and public policy has been published in leading finance, real estate, and economics journals. Davidoff is an associate editor at the Journal of Housing Economics and the Journal of Risk and Insurance.
 
 
PANEL 1

Ryan Blades Associate Vice President, Facilities and Campus Planning, Capilano University 

Ryan Blades is the Associate Vice President of Facilities and Campus Planning at Capilano University. Ryan has a background in business administration and has worked in both the private and public sector, leading campus development and real estate, facility operations, and safety and emergency management. Ryan attributes success in planning and developing a small campus to building strong relationships across the community. At Capilano University, Ryan is currently overseeing multiple infrastructure projects, the construction of a new academic building and daycare, and the university’s first on-campus student housing facility.
 
Byron Chard, President, Chard Development 

Byron Chard is President & CEO of Chard Development Ltd, an urban real estate development firm established in 1994. Byron has continued to extend the company’s focus beyond market condominium development to also include purpose-built rental, affordable home ownership, strata commercial and hotel development in Victoria, Vancouver, and North Vancouver. To date, Chard has delivered over 1,800 homes with more than 3,000 homes and multiple hotels in the development and/or planning phase. Chard continues to expand its vertical integration and strategic partnerships to deliver a diversity of homes and community spaces.
 
Pam Chilton, Founder and Principal Designer, Zimba Design 
 
Pam Chilton is the founder and principal designer for Zimba Design, an architectural design firm with a focus on residential new construction and small commercial spaces. Prior to founding Zimba Design, Pam was a municipal building inspector with West Van District and the City of Burnaby.  She is a past recipient of the Professional Leadership Award for Women in Technology from the ASTTBC; the BC Wood Design Award from WoodWorks!; and a finalist for both the Western Canada Design Excellence Awards and the North Van Chamber Business Excellence Awards. She is on several boards and committees within the design community and is the Chair for the City of North Vancouver Board of Variance.

Mark Cooper, President, Project Manager, Shakespeare Homes & Renovations 


Mark Cooper founded Shakespeare Homes in the early 1990s, with over three decades of experience as a journeyman carpenter and home construction contractor. Mark launched a successful high-tech company, which became the top seller in North America, and has collaborated with Fortune 500 companies. This experience equipped Mark with both the financial acumen and the business foresight to navigate the complexities of the construction industry with confidence. A longstanding member and past chair of the Homebuilders Association Vancouver, Mark currently serves as a board director and chairs its Renovators and Custom Homebuilders Council. His areas of expertise include advanced building science, geotechnical engineering, stormwater management, and energy-efficient construction.

Dan Milburn, General Manager - Planning, Properties & Permits, District of North Vancouver 

Dan Milburn is the General Manager of Planning, Properties & Permits with the  District of North Vancouver. He provides advice to Council and the executive about municipal operations and community affairs; implements Council's policies, programs, and initiatives such as the Official Community Plan and related regulatory bylaws; and manages overall divisional operations. He leads staff teams responding to the recent provincial housing legislation and initiatives designed to increase housing supply. Dan is a Registered Professional Planner and Real Estate Professional with over 25 years of progressive community development experience involving land use, infrastructure, environmental, and social planning. He has worked for local governments, First Nations, land developers, utilities, and the University of Northern B.C., School of Planning & Sustainability.


Sean Galloway, Director, Planning and Development, City of North Vancouver

Sean Galloway has over two decades of planning, smart cities, and urban design experience for municipalities in Australia and Canada and is currently the Director of Planning and Development for the City of North Vancouver. Sean was the lead municipal urban designer on one of the largest greenfield development areas in North America and led the largest engagement process in Canadian history for a city plan, in London, Ontario. Sean holds a bachelor of environmental studies in planning from the University of Waterloo and a master’s degree in urban development and design from the University of New South Wales in Australia. He is a member of the Planning Institute of British Columbia and the Canadian Institute of Planners and has been a guest lecturer at Western and McMaster universities. 

Bob Sokol, Director of Planning and Capital Projects, Squamish Nation 

 Bob Sokol is a certified planner with over 30 years of professional planning experience. He has worked for cities in the Portland, Seattle and Vancouver, BC metropolitan areas. Bob has been the Director of Planning and Capital Projects for the Squamish Nation since January 2020. His work with the Squamish Nation is focused on engaging with Squamish Nation members to chart a course for a sustainable and vibrant future for the Nation encompassing land use, culture, language, health, housing and the environment.  He previously served as the Director of Planning, Land Development and Permits in the District of West Vancouver, and the Director of Community Development in the City of Kenmore, WA.
